On June 16th, the president of Chinese Academy of Science (CAS), the Secretary of Party Committee President. Chunli Bai held a meeting about the science research management reformation and the progress on the “135”plan of Chengdu branch system, and President. Bai reported about the situation of the reformation of the science research institute management, and listened to the reports of responsible people in the institutes in Chengdu and Chongqing about the advancement in the “135”plan. And President. Bai had in-depth discussion on the institute reformation and other relevant problems that research institutes and enterprises care about the most.
In the informal meeting, member of the CAS leadership group, Secretary-General Maicun Deng reported about the background of science research management reformation, ideas, and progress. Mr. Deng indicated this reformation aims to fit the institutes to the new environment and situation of science research innovation, and try to clarify the relationships, strengthen the cooperation, improve the efficiency to ensure the successful implementation of “135” plan and “Innovative 2020”. He expressed his wish that every department in the Academy would provide valuable suggestions to further deepen the reformation and cooperation within the Academy.
Participants thought that the reformation of the CAS leadership group paved the path for the development. It has a correct direction, clear goal, efficient implementation, and stability. Every member in the meeting expressed that they would support and cooperate with the reformation, and adjust ways of thinking to adapt to the new challenges, and explore more ways to deepen the reformation and improve their management skills and efficiency.
After carefully listened to every members speeches, President. Bai gave a important speech. He highly recognized the advancement and achievement of Chengdu branch system on science innovation, talents cultivation, results transfer and other respects. He wishes that every department will clarify the goals and self-position, highlight the major tasks and characteristics, strengthen the orientation for production according to the demands of economic growth of nation and district, concentrate on the major projects and manufacturings to get breakthrough and provide technology supports for the leaping development of the district as well as China.
With respect to the problems about reformation of the Chengdu branch’s organization and structure, President Bai pointed out that enterprises will act as principal components in the national innovation system, and this is a great opportunity for the research institute reformation. Enterprises under the CAS should seize the chance to exploit its advantages on research ability, result accumulation, and talents gathering, to increase the the cooperating innovation with institute, cultivate and develop the core competence, and then promote the growth of the enterprises.
In answer the participants about the difficulties of the reformation, President Bai pointed out that the purpose of the reformation is the adaptation to the new tendency of the nation’s reformation on the government system, science and research institute, and adjust to the new features of current science innovation where different disciplines are combined, and adapt to the “trinity”structure of research institute, study division, and education in the CAS and the strategic mission of producing achievement, talents, and ideas, to promote the “innovation 2020”inter-discipline structure construction. He emphasized that the cultivation of innovative scientists is a major task of CAS, and for long, study division, research institute, and education have been relatively independent so that they can hardly achieve the best output. One purpose of setting advanced science department and Education Bureau is to promote the dynamic integration of basic advanced research, subject building, and graduate student education, and to exploit the comprehensive advantages to provide organization guarantee for the goal of getting achievements, talents, and ideas.
President Bai indicated that we have always been talking about the idea of breaking the walls between different disciplines and making inter-discipline integrated research and increasing the cooperative innovation, but we countered many problems because of the isolation of managements. One aim of this reformation is to simplify the governance and giving the right, and to change the isolated managements different institutes, and to decrease the management of administration office on research institutes and reform the management of every department to the institute of the Academy, and then make the work more strategic, scientific, cooperative, and practical. He emphasized that the CAS is a two-division management system of research institute and administration; the research institute is the provincial Legal where the researchers belong, the research power and job arrangement don’t change. The reformation only decreases the management of institute on minor affairs. The fundings formerly managed by operation department now directly go to the institutes to support the implementation of the “135”plan. The director should combine his right and duty as the Legal and give out the decision-making power to institute, to promote the fast and healthy development of CAS.
During his staying in Chengdu, President Bai discussed with the Secretary of a provincial Party Committee of Sichuan Dongming Wang, Sichuan Province Governor Hong Wei about how to further strengthen the cooperation between CAS and Sichuan Province, to help Sichuan achieve its “two leaps”in the assistant of science technology. President also reported on the reading seminar of Sichuan organization department on invitation. He analyzed the tendency and patterns of current science and technology development, spoke of how every country takes a series of strategies to take the highland future science development, and he pointed out our weakness and in-depth problems of our current situation, and finally he offered many valuable advises for Sichuan to implement their innovation-oriented economy strategies.
Relevant staffs in the Sichuan party committee, province government, organization department, minister of science and technology, CAS administration office, and bureaus of Chengdu and Chongqing accompanied President Bai in the survey and meetings.
